The Rural Learning Center (RLC) is a non-profit organization in Miner County dedicated to improving the quality of life for residents. The RLC purchased four apartment buildings and upgraded two of them using funds from REED. The apartments will fill the need for housing due to expanded businesses in the Howard area.
